Can binding arbitration decisions be overruled or appealed? Because my god if that ever happens and they go to court...

Be careful on what you're inferring here please.
Please see pafso comment from their Facebook page on what tomorrow actually means:::

Please note tha Wednesday's hearing is only to decide on pafso's bad faith bargaining complaint. After that, the two sides will still have to reach a settlement, through either arbitration or negotiation, and pafso members will have to vote on the offer

What gives me some hope is the article you posted does say:

PAFSO said the job action will end when the government agrees to arbitration.


Although again, on their Facebook, they have stated that this isn't a decision they've taken yet.

My point is, there is no point in getting hopes up until pafso actually goes back to work.
