It is not a strange mail. Many people have received such letters. People had been waiting for years, some have changed their minds after an agonising long wait and frustation. So its an opportunity for those who are no more interested or those who have lost their interest in Canadian immigration to have their money returned to them.

The objective is to close action on such applicatons and have a shorter waiting time for those who are still keen to be considered for immigration

it was a memo letter to all applicants and assurance that applications are still on cue but if yoy widhdraw they will return the processing fee.

its just to reduce backlog ... just in case any1 has changed his mind waiting so long nothing else if you wanna continue dont reply to it .

Each letter received must be acknowledged by you. Read the letter and do what has been asked to do. Silence can be construed as non compliance.
