Still waiting for visa, what to do? Biometric instruction letter not received

hi!
I'm worried about my visa! I'm still waiting for it since they haven't sent me that biometric instruction letter for 4 weeks now. The application is submitted, all the fees are paid. They were supposed to send me the letter within 48 hrs... I already contacted them threw the contact form but no answer.

Thing is I gotta be in Vancouver in few days for the mandatory orientation meeting . My course is starting Oct 1st What should I do? What should I tell them at the border???? Thanks for all your help

Who told you it takes 48 hours?
You cant go anywhere before getting visa so border is not an issue.
Consider waiting as long as possible then defering your course till next intake.

Can I go at least as a tourist? And than apply within Canada?

Do you need a visa to enter Canada? You would need to apply for a tourist visa anyway which will take long.
Also your school should not allow you to register without a study permit so no point.
