There is confusion if you are going to read the Quebec site and follow the instruction. For some sort of detail (in easy way), please review and put your input for help of others:

01) Determine your eligibility (Free Online Toll). This will assess credentials either you are eligible or not
02) Download applications (These applications included);
> Principle Application "Application for Selection Certificate" (A-0520-AA)
> Financial Form
> IELTS (Original Result)

02) Download applications (These applications included);
> Principle Application "Application for Selection Certificate" (A-0520-AA)

> IELTS (Original Result)

The free online evaluation tool on the Quebec website *sometimes* returns false negatives.

You are better off using the points grid, & as Hope says, checking the required documents form.
