It only works this way with Ontario, for all the other provinces YOU have to apply first with something called "Expression of interest" and if you meet the minimum criteria for the province they will ask you to apply and then you may be accepted or not
each province has its own requirements, deadlines, desired occupations and PN program, I suggest you read each province carefully from this link (remove spaces):

for the time being, for an Egyptian uncertified in Canada dentist as myself, you have no options but Prince Edward (which is completely different from the other provinces, you just submit EOI and wait, if they need dentists they will tell you, if not its as if you did nothing), but Ontario is our best path when it reopens isa
for the other provinces you might need at least one of: state license, job offer, relatives there or a connection in the province
but be careful, they change their requirements and rules at any second, you have to follow them always, for example saskatchewan currently need specific occupations (dentist isn't one of them) under occupations-in-demand category but the same could happen from any province anytime.
