My name is Asja, I am 28 y.o. and I want to use EE program. There is a questionary about my family, and in PART C I have some doubts.
I should write there not only my half-borthers/siters, but also a stepbrother. How is he?
Well, my mother got married (a year ago) one man with his own adult (25 y.o) children. They are from his ex-marrige, my mother cant adopt them and etc. They live in another city, literally we will never meet. Are they my stepbrothers? Do I need to report about them?

Yes, you must declare these step-siblings regardless of whether or not you will meet them. As your mother is legally married, these children would be considered as her step children by law/adoption is not required.

You must declare all your brothers and sisters + your step-brothers and step-sisters + your half-brothers and half-sisters
