I came into Canada when I was 5 years old, and I believe that my step-mum was listed on my documentation instead of my birth mum. Now I would like to bring my biologiical mum in, is there anything I can do?

Okay, would I have to convince the government that my step mum isn't my mum? Also, would it have any negative effect on my stepmum, who is also a Canadian citizen like me?

No impact on your step mum. Your biological mother applies for a visitor visa and she shows her own funds, ties to return, travel history. If she doesn't have any other children under 22 or spouse, then her family ties are weak. Ties are family, job letter with approved leave, business, income property etc.
