A client applying for Study Permit. She is in common-law relationship.
In her country the notary would not sign the IMM5409e Statutory Declaration Form.
Is there a way to go about it without notarizing?
 
Try sending an enquiry with the local visa office. They will sure know how to go about it and visa officers also aware that in some countries this is not legal or recognised. Hence they only look for proof of cohabitation. If your client able to prove this then there should be no more problem. Sample of docs to present as proof are listed in cic website.
