I have sent my application in FSWP program for the category 2263 on 22 October 2013. At that time the number of received applications was 99. We got a message from the department that our application was received on 29 October 2013. Now the status as on 16 November 2013 is 145. Is our application is included in this count ?

No - it isn't.

Your application won't be included in the count until it has been reviewed for completeness. I believe CIC is currently working on applications from the end of August. So it is going to take another month or two before they open your application.
