Hello,
Has anyone submitted application with statuary declaration mentioning that spouse will not accompany?
What will be the consequence?
Later, after getting PR can she sponsor her spouse?

It is not necessary evey one's spouce should accompany the PA. He/she can be sponsored later once the PA becomes PR and settle down in Canada.

But in the CIC website guide(E37048) say, your family members must meet in their own right if they wish to join you in Canada does it mean I will not able to sponsor them in future?. Please read the following para.

10. NON-ACCOMPANYING FAMILY MEMBERS DECLARATION (IF APPLICABLE):
If you have a spouse, common-law partner or dependent children and you do not
intend to include them in your application for permanent residence, submit with your
application a notarized statutory declaration stating your intention to proceed to
Canada without your family members, and confirming that you understand that your
family members must meet immigration requirements in their own right if they wish
to join you in Canada.
