Starting of 6-12 months processing time?? Intial app to CIO or Local CHC??

As i know d total processing time needed for fast-track application is 6-12 months. I want to know that from which date they start counting that processing time. Is it from the date of Initial application receipt date or the starting date of processing in Local Visa office.
Pls comment. Thanx in advance.

Actually processing time is the time period between PSDEC 1 and FINDEC 1. (or PSDEC 1 to SELDEC 5/6 if case is rejected)
It means time between Paper screening and Final Decision. Paper screening start approx few weeks after full application submission and Final decision is made after passport submission and then visa is stamped.

guys I just wrote whats mentioned in CIC official manuals (OP)..why don't u read those manuals urself instead of relying on others.
