another addition-

suppose, 67 points as per me , 65 as per the CHC New Delhi VO.

then wat,

will there be another chance, to improve IELTS score and reapply, within a month?

as in my NOC 0111 is out now.

in my Full DOCS sent on july 12, IELTS is giving me 14 points.

steps are -
- once you send ur docs to CHC, within a period of 2-3 months u'll get second file number (ND is the fastest so u can expect it in 2 weeks also)
- next if ur docs contain any discrepancy CHC will ask u for additional doc request.
- after submitting additional docs if at all requested, CHC will issue u medical request
- once medical is done and sent to CHC, they'll ask u to submit ur passport
- finally u'll get ur PP with PR visa stamped on it.

As per the new guidelines [post 26 June 2010], I suppose you would not have any second chances. Your file will be returned to you if your points are less than 67. Please make sure that your points are 67 or more before sending docs to CIO. I hope it helps!
