I think SPP colleges want minimum of 55 or 50 percentage. And General college need 4 year of Bachelor degree that is 16 year of education, which in your case you don't have.
i dont know where it says that u require 4 years degree under general....if u claim this please post a link.....I think 47% is very low and ur chances of getting an admission as well as getting a study permit r very low. That doesnt mean u cannot try but just be realistic and be prepared for rejection.
according to me SPP (student partner program) is especially designed for the colleges under spp partnership for fast processing. under SPP you dont need to show the properties and finances and other stuff. Visa process will take only 15days and under SPP you can apply for visa only once. GIC is mandatory for the SPP.
General category is for the rest of the colleges which are not under spp, and also for the applicants who got rejection under spp. even if you dont have GIC need to apply under general. Visa process will take 30days and you need to show all the proofs of finances and declarations from the sponsors.
