Spouse with Closed Work VISA but Willing to apply Dependent VISA

Hello,

I am working in Toronto with a work VISA. My spouse has a work VISA (Closed type) as well but she does not have any open position in her project. Can she apply for a dependent VISA in this situation and accompany me in Toronto? If yes, will she have two valid VISA stamps in her passport or will the former work VISA stamping be treated as invalid?

I understand that she will be here without a job. But I have subsequent plans once she arrives in Toronto.

Please respond if you have a workable answer or idea to this situation.
