There are cases where legally married spouses are allowed to enter Canada with TRV but screening process is pretty tough and always at the mercy of the visa officer. My TRV was denied recently despite submission of enough documents/papers/proofs that I would come back. They weigh too much on Canadian ties instead of ties in home country. Its better to proceed with spousal sponsorship and side by side try your luck with TRV if you so wish. Good luck.
