It depends. If both you and the applicant have decided not to come and settle and both of you live overseas, then next time when you apply, they will ask for MORE proof of your intend of settlement in Canada. If you are already living in Canada and your spouse just is too busy to move to you, then not landing may not affect the next application. Afterall, the case officier can look at all piror applications.
So you are not even considering a soft landing? Like a week's trip to Canada?
