i'm planning of sponsoring my wife this year, so im putting in the application for oct 2019. and she is visiting me in October-jan 2019. is it wise to putting in the application when she is here? or before she comes? will that speed things up? and will that affect the application? I need help pls.

Having her in-country with you when you apply won't speed anything up when it comes to processing, but it might make it easier to complete forms if you're not having to send then back and forth to get them signed by both of you.

If you apply before and it's begun to be processed by the time she comes, she might see extra scrutiny from CBSA when trying to enter Canada. She'll need to be able to prove she has ties to her home country and does intend to return there at the end of her stay (so return travel booked, maybe a job she needs to return to, etc).
