Spouse Sponsor Visa- Need help

Received email form Delhi Immigration office to submit the passport and photographs for Spouse Sponsor permanent Resident application .

Please help me, how can I submit the passport through VFS, Delhi??

Do I need to go personally or I can submit by post or Should I authorize someone to submit?
