My situation is quite different. I and my wife are Indian by nationality.I have a PR of Canada and my wife also got the PR visa in 2013. However, due to her Master's Program in USA and her internship after the program she couldn't go to Canada for her PR visa stamping. I am now planning to reside in Canada, So what would you suggest shall i meet the Visa officer and request him/her to reconsider her PR visa and reopen the file or i have to restart her process all over again for the new application.
Also i am wrapping my stuff from USA and i have to do back and forth to Canada due to my business in usa,so how many days i can live outside the Canada. Please help us out in finding the best solution.
 
Most likely you will have to re-sponsor her again. I doubt you will find much sympathy anyway given that the reason she could not land was because she was going to school and doing an internship in the US (it will probably annoy the officer more than anything).

As for how long you can live outside Canada - if you sponsor your wife, you need to live in Canada but you can take short trips for vacations and business. The consensus seems to be that any trip for less than a month will be acceptable.
 
I agree. It's a use it or lose it policy. You can ask but it's almost certain you'll need to sponsor her as your spouse from scratch.

As mentioned above, since you are a PR you must be living in Canada in order to sponsor your wife. You should wait until you have returned to live in Canada permanently before attempting to sponsor your wife.

Thank you so much for your prompt response. If I re sponser her again, what do you advice shall I do it out land or inland filong while she is in usa, if I come thr to apply for her would she be able to travel on a dependent visa.

There is no "dependent visa" available for the spouse of a permanent resident, unlike for a TFW or student.

NY / LA are offices for applicants from the US who have issues with their application and end up there from Ottawa. You don't want to end up there.

Your wife's office will either be Ottawa or New Delhi. You can request Ottawa but CIC has the final say on where it ends up. They can decide that your wife has stronger ties to New Delhi and send it there.

She can come to Canada on a visitor visa or other visa while the outland application is being processed. Note that this means she can apply for a visa - there is no guarantee that the government will give her one. She will have to prove that she plans to leave Canada before the visa expires.
If she gets a visa to visit you, she can extend it. It will not hurt the application process; in fact, if there is an interview, it is good to be able to show that the two of you are living together.
