Could you please let me know, If I marry to a permanent resident of canada who don't have job but his parents take care of everything, Will I get PR???

If permanent resident of canada wants to live with me in foreign country can he process my application from that outside country or he needs to stay in canada

No - he cannot process your application from outside of Canada. Only citizens are permitted to do this.

Since he is a PR, he must be living in Canada when he submits your sponsorship application and must continue living in Canada while the application is processed.

There is no income requirement for spousal sponsorship. So long as your partner is not bankrupt or on social assistance, he can sponsor you.

Because your sponsor is only a PR and not a citizen of Canada, he must be in Canada for the entire time that he sponsors you (very brief visits may be permissible, but his residence must always be in Canada).
