Spouse refused due to lack of docs

My spousal application was refused because they need a written explanation letter from police office regarding a dismissed previous case.. but the police office wont give us the letter unless we have a request letter from the embassy.. but the embassy didnt gave us a request letter..instead..it was refused stating incomplete documents, written explanation letter from police office regarding previous case.we are planning to re apply..but i was worried that same thing may happen.. what can i do?

There are so many applicants I can understand they don't want ' Bad Guys ' in the country.
Seems from your words they just want a written explanation regarding the case in question.
Give them what they want...... I think the best thing to do is:
Communicate with the embassy for request letter and/or talk to lawyer and go from there.
The police probably just not want to deal with you ?
