I am a Canadian PR but living in USA. I am wondering if I can sponsor my wife's PR while residing in USA. Though, I didn't live in Canada for more than a month but now, we are planing to move back to Canada in six months.

I believe that as a PR you have to be living in Canada to sponsor your spouse.

Thanks for your response but is this a new change or what? because till sometime (3-4 months) back a friend of mine told me that I can apply but now Its written on the CIC website that I cant. so am confused if this is a recent development?

Only a Canadian citizen can sponsor while outside Canada. It's always been like that. So as a PR... you need to be in Canada to sponsor.
