Spouse PR sponsorship for already expired provincial nominee

Hi,
I have PR already through Alberta provincial nominee and now in Canada.
My wife and daughter had been dependent provincial nominee when I had applied. They had been given a Canadian one time visa to enter Canada. However, as wife was working in US and didn't plan to move to Canada back then, the one time visa had expired.
Now, they want to move to Canada with me.
As a PR, how can I sponsor them and how long it generally takes?

2. Processing time for out of Canada, 29 days Mississauga for sponsorship approval, 15 months at CPC Ottawa.
3. She made an error. She should have "landed" and then returned back to the US for her work. Now it will be a while.
