Can someone explain the PR process for Spouse in USA.
I want to know where the Application needs to be sent out initially?
Then, the Do we need to mention VO for passport such as LA or New York ourseleves ? or CIC decides and let us know about it ?
How much time does it usually takes for Spouse PR to arrive.

Your Outland application should be sent to CPC-M (Mississauga) as per the instruction guide for your application.

Most US applicants have their applications processed entirely in Canada (Ottawa), unless there are `issues' or red flags.

The entire process usually takes less than a year, but varies.
 
I see some applications are forwarded to VO= Los Angeles ? Any reasons ?

And application packet says to choose a VO ? What should be answered inthat field ?

Standard cases go to Ottawa, so choose that. If there are any special circumstances, such as criminality or they doubt the relationship, they generally forward it to New York or LA, which is why those offices have longer processing times.
