Hello everyone. I'm currently an international student with a study permit. Now I want to help my girlfriend with the open work permit.
Actually, I want to return to my country and get married with her. But due to the covid-19, it's nearly impossible for me to travel back.(My country has a very strict policy)
Now I notice that Utah state in America provides online wedding service.(Marriage License | Utah County Clerk/Auditor )
So I'm wondering whether I can use this marriage certificate in the application. Also, do I need any notarization for this certificate?

Online or proxy marriages aren’t accepted by IRCC.
 
Thanks for your information. But I have checked the condition in IRCC's website. Does IRCC recognize marriages conducted by proxy, telephone, internet and fax? (cic.gc.ca) It seems that there are some exempt conditions."
