Spouse get work permit while studying english

hello,
My wife will be enrolled in a college pre-condition she will study english for one semester and then will start her diploma.
I have following doubts.

Can I request a work permit while she study english? or do I have to wait for her to start the diploma and then request the work permit. according to cic web page. I can get a work permit if my spouse is enrolled in a college or university studying a career longer than 6 months full time.

What will be the start date of her study permit as that is key to any spouse work permit ?
