My fiance recently got his permanent residency and the PR card. We are planning to get married next month. However, he is still working in India on a contract and is planning to move permanently by early next year . Can I still go ahead and apply for outland spouse visa? He doesn't reside or have a job in Canada yet. I am in India too. Please help.

No - you can't.
He needs to be living in Canada in order to sponsor you for PR.
