Hi

I want to know at what stage of the spousal application do the immigration asks for spouse's "health record and police clearance"?

So first I would file the application as a sponsor to Mississauga office and then how long would it take for them to ask for "health record and police clearance of my spouse"?

Or Can I submit all these things all at once so that they do not have to wait for us to provide it?

Hi, the timeframe is a bit difficult to assess as the whole procedure is much faster (for inland applications). However no doubts that it's much better, if you can, to do everything upfront (medical exam and police clearance). They are valid for one year and the whole process is supposed to take one year.
 
Under the new application, they do not want medical submitted upfront--you'll have 30 days to do it once requested. You can start obtaining your background checks, because those will be due within 30 days of them sending you a letter acknowledging the receipt of your application--and some time a while to obtain. Here is a timeline of how the process now works:

Under the new application, that was released December 15, 2016, most applications submitted now, will take around 12 months, start-to-finish.

You learn things over time. I've spent a lot of time reading CIC's website. They have operational manuals, bulletins and other to fill your time.
 
One last question, If the CIC ask me to provide medical and police clearance certificate of my spouse, do I provide the original ones or the copies of those certificates? And if they ask for copies, do the copies have to be stamped as certified?

The medical will be sent to IRCC by the Panel Physician. You email a copy of the receipt to the VO.

Police certificates must be original, so you will need to mail them in.
 
Also if the police certificates are not in English or French you will need to get them translated and certified.
