Spousal sponsorship- Right of PR Fee and return of proof of relationship

Hi all,
I have applied for PR under the outland spousal sponsorship. It's only been 4 months since we sent our application, but last 2 weeks my spouse was requested to pay the Right of PR fee so my application can be continued. Today I received a package from the visa office containing all of our photos that we sent along with our application. What does it imply?

Sounds like they are done. If you haven't paid the RPRF, you should do that to collect your PR.
