I am from Bangladesh. My husband and I got married in January 2014. He is staying in Canada from 2009. We applied for PR application in February 2014. He got PR status in July 2014, but they said I was non-accompanying and hence I should open a new application. After that he applied for my sponsorship in September 2014.

My question is - how do they determine whether an applicant is accompanying or non-accompanying? Or how long we should have been waited beforn applying for PR status ?

Non-accompanying is determined by checking the box on the application, where it says: "will accompany principal applicant to Canada". It seems your husband indicated no, so you have to submit a new application. You can submit it anytime, there's no wait period.
 
There was no box indicated as "will accompany principal applicant to Canada" in any of those application forms .
the application forms were IMM 0008 , IMM 5406 , IMM 5669
could you be more specific ??

Their reply to us was

"
Dear Applicant,

WE CANNOT change your spouse to accompanying, the application has been approved.

Accompanying means A spouse, common-law partner, dependent child or dependent child of a dependent child (grandchild), who plans to immigrate to Canada with the principal applicant. Accompanying family members are included on the application.

Non accompany means Family members who are dependent on the principal applicant but who are not immigrating to Canada. They include a spouse or common-law partner, dependent children, and the children of a dependent child. These people must be listed on the principal applicant's application for permanent residence. They should have a medical exam so they can remain eligible for sponsorship at a later date.

Thank you so much .. I have found that . I asked my husband whether he had put me under accompany or not , he said non-accompanied. He did not understand those terms correctly back then. He added he also talked to one of the CIC officials and they told him to put me under non-accompany as I was doing my undergrad then. I was supposed to be graduated by November 2014. Now I am graduated and waiting for PR approval. Can you tell how long it will take time to process in Singapore visa office ?

Singapore has one of the longest processing times, according to the CIC site. Find the Singapore thread to see what the current trend is. It's likely to be less, but I don't know.
