My pr application has been transferred to another (nearer) IRCC office for further assessment. Its less than a month remaining in final decision time. Is this a good sign or what can be further assessment like?

The 12 months processing time is NOT a guarentee. It is an estimate that about 80% of applications will be completed within 12 months. As your app just got transferred i would say youve got a bit of a wait as they need to review and conduct their investigations. No one can say definitively whether its good or bad or how long it will take
