I've been trying to get a hold of immigration on the phone for the last week and its quite impossible. My husband and I are applying under the spousal sponsorship for him to come to Canada. He lives in Costa Rica. I was wondering if anyone knows: When we send the application by mail, does it have to be sent from where he lives (costa rica because he is the principal applicant) or if i can send it from Canada (im his sponser). Also, i assume that either one of us can pay the fees correct? it shouldn't matter to immigration who pays them? any help is appreciated!!

You can send the application from Canada, and yes, either of you can pay the fee(s).

Make sure you only have original signatures on the forms, and not scanned or printed ones. This means that he will have had to handle the forms in person at some point in time.
