Spousal PR application (Outland) with valid Biometrics and medical

Hi everyone, I am applying for spousal PR of my wife, She has applied for study permit and got refused before. But she has already done biometric and medical(Valid till may next year). As she has both of them done, will be her application will be much faster ? Anyone here has same scenario like mine?
