Spousal Open work to Open Work Permit

My husband has Closed Work Permit and on that basis I got Spousal Open Work Permit expiring Dec2023. Through the recent opt-in program similar to PGWP, I got an extension of 18 months to my OWP and this time Spousal is not written as note in the new work Permit.
My question is can I become Primary applicant now and can my husband apply for Open work permit on the basis of my new OWP?

No, he cannot apply for an OWP based on your open work permit.

This is a new policy and there is no official information available online to answer this exactly.

However, depending on your status (whether you are working in low skilled or high skilled job), your husband can try applying for a spousal open work permit using follwing two options

• Family members of foreign nationals authorized to work in high-skilled occupations (TEER 0, 1, 2 or 3) – [C41 and C46]
• Family members of foreign nationals authorized to work in low skilled occupation (TEER 4 or 5) – [C47 and C48]

According to both links, main applicant can be an open work permit holder (but a non-spousal).

Because this extention is given due to a special public policy, its still not cleared whether the 18 month extentional holders are yet spousal open work permit holders or not. You will only know after you apply
