Spousal open work permit

Hii...my wife is a student in canada and I applied for spouse open work permit. I am an Indian national working in United Arab Emirates. I applied from Abudhabi. After few days I receive a reply stating that 'after careful eveluatio your application for student permit has been rejected' then I replied ' dear sir, I applied for work permit and you rejected for student permit'. Next day I received another mail ' your work permit application has been rejected'. I am sure that they are not checking the application. What should I do next...anyone guide me.

I am en electrical engineer working in Dubai. My wife is pursuing postgraduate certificate in Ottawa. Ontario.
Her course is completed and she will move to Nova Scotia next month for joining another program.

Spouses of international students aren’t guaranteed SOWP. Would order GCMS notes for clarification about your refusal.

May I know when you have applied... Even my application also got rejected last year and I have applied again on March... Till now no updates..
