If your sister is married, has kids, any other family in Canada, or your parents are still alive... she can NOT sponsor you.

You can investigate what other programs Quebec may have for PR. If you qualify for any of their streams you can apply for PR independently, and having relatives in Canada may help in your application.

my son (22 year) is a permanent resident but he did not stay in Canada more than 6 months because he is studying abroad.
Me and all my family are here in Canada. my question is if my son lose his PR , can I sponsor him as he still student??

No, you cannot. He is over 19, therefore no longer a dependent according to CIC.
