Hey i want to sponsor my husband he live her with me and i used to take welfare So to sponsor him do i have to return the welfare money and he dose not have any statuts in canada So should we apply for open Work permit first. And to sponsor my husband do i have to Work since i go School it Is hard to get the income that immigration requiers. PLZ help me out hère
 
If you are no longer on welfare, then you can sponsor him. No - you don't have to return the welfare payments. You must remain off welfare until his application is fully processed - otherwise the application will be refused. Expect the processing of his application to take 2+ years.

Since your husband is out of status in Canada, he does not qualify for the open work permit pilot program. This means that if you apply using the inland (within Canada) application process, your husband won't receive an open work permit until the first stage of processing has been completed. The first stage of processing is currently taking 16 months to complete. So your husband will have to wait for 16 months from the time the inland application is submitted before he will have an open work permit.

There is no way for him to get an open work permit sooner since he is out of status in Canada.

Depending on where the OP lives, say Ontario / Quebec, the husband would have to wait additional 3 more months on top of the 16 months 1st stage approval.
 
What about if he go back to his country and the i sponsor him. How long Will it take application to process?

Depends on the country. Where is he from?
 
Regardless of the country, it will take quite a long time, at least 2+ years as mentioned. Your husband's out of status, but won't return home to his country. Your family and friends are not supportive of your relationship. Have you met his parents yet? Do you have a large age/educational/cultural difference? How long have you been together? What country is he from? Those are other factors too.
