I am trying to get to Canada and live with my future spouse (a Canadian citizen). we have tried to get me a tourist visa twice, and were rejected both times. We are about to get married and do the sponsorship route. I don't want to be apart from him for the 15 months it says that it will take to process the sponsorship. So my question is... Do i have to stay in my country for the 15 months or it is just that i can't ENTER Canada until my sponsorship is finalized?
I know he could come and live with me and we wait for the process, but what if we want to take a vacation somewhere. Am i forced to stay put where i am, here in Mexico?
 
Your spouse and you can live together in Mexico. Canadian citizen can sponsor their spouse while living exclusively outside Canada.
 
No, you are not -forced- to stay put while your outland PR application is in process. Outland applications don't have a residency requirement; you can technically be anywhere in the world while it is processing and it won't affect the processing itself. However:

1) If your husband comes to live with you in Mexico, and not just to visit, he will have to provide ample proof with your application that he intends to move back to Canada with you once you have PR status. He'll need to show how you two intend to do this, with documents such as proof of job offer, lease, rental agreements, etc in Canada.

2) If you do plan to go on vacation somewhere, make SURE that the mailing address you provide them for correspondence is a reliable one. You may even want to arrange it so that if you get mail from them while you're on vacation, someone can forward it to you. If they have to request additional documents from you, they will likely give you a time limit for submitting what they want--so you want to make sure you receive any correspondence promptly.
