Hello! I have 2 questions..

1. I've been sponsored by my wife which is a Canadian citizen by parents.
Do I entitle to any welfare if I get fired from work?

2. If we want to sponsor my parents, what is the process? can we do it right away or after living in Canada for X years?
What is the minimum income we must have in order to do that?

1. If you claim welfare within 3 years of landing, your wife will be required to pay it back to the government of Canada.

2. Parent sponsorship is closed for the year and will re-open in January 2016. If you and your wife meet the LICO for 2012, 2013 and 2014, you can apply. http://www.cic.gc.ca/english/information/applications/guides/5772ETOC.asp

You and your wife must show a combined Canadian income that meets the LICO for the 3 tax years preceding a parent sponsorship application.

If your wife meets the LICO for those years even if you weren't yet living here, you can apply.

why only my wife? it's not both of us as a household?

Read my statement again, noting the bold: If your wife meets the LICO for those years even if you weren't yet living here, you can apply.

You take the family income, so both spouses. As long as between the 2 spouses, they have Canadian income going back 3 years. So even if 1 spouse has just arrived in Canada, you can still use just the other spouses income if they have Canadian income going back 3 years.

To apply in January 2016 and assuming you are not from Quebec, you'll need to show Canadian family income for 2012, 2013 and 2014. Obviously if someone has just arrived in CAnada, they won't be able to contribute to that family income in previous years.

The CAP is full for this year, and by your fist question do you mean Employment Insurance benefits ? It is diferent than welfare .

I know it's full but for the next year it's still won be 3 years in Canada. Is that a must? Do we have to be at least 3 years in Canada?

When a person looses his job his entitled to welfare until he'll find a new one isn't he..?

You need three years of Canadian tax returns that meet LICO to qualify to apply - yes, this is a must. If you end up on welfare for one of those years and drop below LICO, then you have to wait until you have three years (the most recent three years) of Canadian tax returns that meet LICO before you can apply.

So, for example, if you end up on welfare in 2015 and your income + your wife's income for 2015 drops below the LICO amount, this means you will have to wait until 2020 to apply to sponsor your parents. This is because you will need to wait until you have tax returns for 2016, 2017 and 2018 that all meet LICO.

why 2020 if it's 3 years..?

btw those was two separate question about the welfare. like what happens if a PR who being sponsored looses his job..
 
If you loose your job, look for another one . Depending on the time you had your job you can claim EI (employment insurance benefits ), i want to think you are here in Canada to contribute not to take money from the Government . Prepare your resume and go job hunting .

Are you separeted from your wife ? She signed an undertaking agreement with the Government of Canada promising to provide for the essential needs for you for a period of time following your landing,

The purpose of this agreement is to ensure that you do not become dependent on Canadian public welfare assistance. If you claim welfare, she has to pay it back. Failure to meet any of the commitments provided for in the undertaking may result in legal action being taken against her.

So going back to my first answer , GET ANOTHER JOB and forget about welfare

Because if you don't meet LICO in 2015, that means you will need to wait until you have tax returns for 2016, 2017 and 2018 before you can apply to sponsor your parents. Your 2018 tax return won't be available yet when CIC is accepting applications in 2019 - so the earliest you'll be able to apply is 2020.

If you take welfare within the first three years of landing in Canada and becoming a PR then your wife will have to repay this money to the government. And as long as your wife owes this money to the Canadian government, co-sponsoring your parents won't be possible. So you need to stay off welfare.
