I received ITA and have submitted my PR application in June.
After getting approved and getting entry stamped on my passport, I am planning to do a soft landing in Canada.

Can I immediately sponsor my spouse for PR?
Or do I have to be a Canadian Permanent Resident and live in Canada too?

You must be physically living in Canada at the time you apply to sponsor your spouse and must continue living in Canada while the application is processed. So the short answer to your question is no - you cannot sponsor your spouse after a soft landing. You have to wait until you have returned to Canada to live here before you can sponsor.

Are you already married or plan to be married before the soft landing? If you are, you MUST include the spouse in your application anyway. It appears from the previous posts that you included your spouse as non-accompanying, so Scylla's answer stands.

Yes - your spouse can apply for Express Entry separately. Note that your spouse cannot get any points under Express Entry from you. They will need to score enough points on their own.
