You must be completely alone in Canada so no spouse, kids or any family here, and your parents must be deceased. Only then can you sponsor any sibling regardless of age.
Or you can check your provincial nominee program to see if they have any programs available.

it is not possible to sponsor siblings unless you have absolutely no family in canada AND your parents are deceased. Otherwise, they must find their own route to immigration.
