Sponsoring sibling on convocation ceremony

Hi,

Can i sponsor my elder brother in convocation ceremony. I am currently on PGWP in ontario. Btw my bro lives in ITALY and has PR over there. Wat are chances of getting visitor visa and which documents he has to submit to apply for visa.
