Is the brother a minor? Is he an orphan?
Unless both are true, there is no route to apply for him since she is married.

And even if so, he needs to go through medical exams and pass to be able to be sponsored.

How old is the brother? Are the parents still alive. If over 22, the brother needs to immigrate on his own merits.

Most likely not possible. As others have said, we need to know his age and if both parents are deceased.
