Hi Guys!
One of the documents required is the Notice of Assessment (NOA) or Option C printout. I haven't filed my taxes for 2012 and 2013 but intend to do so in the next couple of days. Would CIC accept my application to sponsor parents with copies of my paystubs and T4s for those years and request the NOA later or should I wait to get a NOA as they could just reject it and then its back again to waiting!! Just afraid of the quota getting over before receiving the NOA. Does a request for additional documents send your application to the back of the line and what if the quota is over. Also would a certified true copy of a marriage certificate work or are they looking for the original to show the relationship between my parents. Thanks for the help!!
 
You need to submit the NOAs with the original application. Wait until you have the NOAs before submitting your application.
 
As we saw in plenty of cases last January, if you don't have a complete app right from the beginning (so including all the necessary official NOA) they will just return your app as incomplete, they won't wait on you to send more documents.

CIC will accept your application for sponsorship without "Option C" or NOA. I have been approved as a sponsor twice without having all the requested option C's. I did include evidence of earnings and a letter explaining why I did not have the option C. The letter basicaly said I did not file my tax return for xx year because of trying to sort out some taxation issue.

As you can see there is a difference of opinion on whether or not these documents are absolutely necessary. I speak only from my own experience. As Rob_TO noted, there may be problems with not providing these documents. He may be aware of specific cases where this was a problem.

Whether or not a certified copy of a marriage certificate is acceptable may depend on the country they are from, and would be in country specific instructions.

Are you speaking from experience in a spousal sponsorship where there is no income requirement? If so that is not a comparable experience to PGP sponsorship where income and types of income proof provided is incredibly strict.

For PGP program opening in Jan 2015, if you don't include NOAs you can expect app to be returned as incomplete.

The experience I was referring to was a spousal sponsorship in 2008, and a more recent Parent/Grandparent sponsorship which was initally filed in 2010, and recently completed.

Parents sponsorship was a lot different back then, in that you could submit various forms of income proofs, and rules were not as strict. You should not compare any experiences with that program to the re-launched PGP program and it's much more strict rules. What was allowed back then, will definitely not be allowed in the current program.

Many thanks for your responses. Please could you let me know if I am sponsoring my Dad (the principal applicant) - do I have to disclose my sibling as a dependent who is greater than 18 years of age, has is own family and is totally independent financially or otherwise. Thanks.

Your sibling would not be classified as a dependent, so would not be listed as one. However, in the "Additional Family Information" form your sibling must be listed.

From the list, select the type of dependant:
Type 1
The dependent is under the age of 19 and single (not married and not in a common-law relationship).
Type 2

The dependent is 19 years of age or older, has been financially dependent on a parent since before the age of 19 due to a physical or mental condition.

Agree with Rob_TO and note that original CRA Option C or NOA has to be sent with the application.
