Hi,
I along with my wife am Canadian PR. I applied for PR when I was single. Then I got married and added my wife in my PR application. Now, if my wife wants to sponsor her parent in law, can she do that? My confusion is - I saw in the form that if someone is being sponsored in last 5 years cannot sponsor anyone else.

Yes, your wife can sponsor her parents, with you as a co-signer. The five-year bar applies to people who were sponsored as a spouse or common-law or conjugal partner, broke up with the sponsor, and now want to sponsor a new partner. This does not apply to your wife: 1. she was not sponsored; and 2. she is not trying to sponsor a new spouse.
