You will need to meet the income requirements to sponsor for at least three years in a row. To determine which income level you need to meet, you must count yourself, your father, your sister, your mother (if she is still alive and married to your father), your spouse, your children (if you have any) and also any other children your parents have who are under 22 and unmarried. You will also need to be selected through the annual lottery which typically opens up every January. There are always more applicants than spots available.

Can be you and your spouse once they qualify for PR. It looks like you just arrived in Canada recently. It looks like it will be minimum 3 years but could be many more until you might qualify to sponsor your father and sister. Sponsoring parents is never guaranteed. Would read about the PGP (parent and grandparent program). Would anticipate changes to the program next year. Has nothing to do with your father’s income.

Yes - it's mandatory that you show 3 years of income that meets the income requirements. Also, this income must be income that was earned in Canada. No - savings will not be accepted.

This is the requirement to sponsor parents. Even if it's only you and your dad, you still need to show 3 years of income proof.
So for your case, it's you, your spouse, your father and your sister. (family size to look up the minimum income to qualify to sponsor)
Read up the guideline and get some understanding of the process. Looks like it will be a few more years before you can even try to sponsor.
But it's will good to know roughly how things work and as others have replied, it's likely to change in the next few years.
