Sponsoring my sister that lives in Alberta

I am currently live in Saskatchewan. I have a sister that lives in Alberta and works there under temporary work permit. I want to sponsoring her under Saskatchewan nomine program but I am confuse because she lives in Canada not Outside Canada.
Can anyone help me with my cofusion?
