I have read countless online documentation and I am on overload of information. Very little info on sponsoring my biological brother, who is retired and obtains a pension every month and will even have funds to buy his own home. I read that if uncles and other relatives are in the country I cannot sponsor. If I had sponsored before, I cannot sponsor again - I sponsored my daughter 15 years ago but she immigrated to America in 2010 to be with her husband who is a USA citizen...do I still qualify to sponsor again? Can I sponsor him while he is visiting me in Canada, I researched waiting time for processing application is 33 months....would it not be better then to apply for him to immigrate from within Canada? What of a limited visa, can he extend it? I tried calling to find out what documents to use as "other family" on documentation was so minimal compared to "adoption" and "parents or grandparents", no chance of call being taken as they were on overload of those waiting in the telephonic queue. I am just stuck and desperate to get the info I need.
 
Do you have a spouse or any other family living in Canada?
Is your daughter in the US currently a Canadian citizen or PR?
Are any other of your family Canadian citizens or PRs?
Are you parents still alive?

If answer to any of these is "yes", then you are not eligible to sponsor your brother. He would need to qualify for and immigrate to Canada independently (which is probably impossible if he's retired).

Else he can come as a visitor temporarily, and could perhaps get the visitor status extended a few times, but could never live here and would eventually have to go back home.
 
What happened to family reunification then? Seems the less burden you are on society the less chance of settling in Canada?

My spouse is Canadian born from Victoria BC. My nephew and uncle live in Ontario and a nephew in Nova Scotia. Daughter became USA citizen after 2010. My parents are not alive, both mother and father deceased in South Africa before 2005. My sister has dual citizenship, Canadian and South African.

In that case you cannot sponsor your brother. He will have to qualify to immigrate on his own through an economic immigration stream like Express Entry. Unfortunately there is no retirement immigration class.

Family reunification is only for dependent children, spouses and parents/grandparents.

Any "other" family and you must be "alone in Canada" to sponsor, which you aren't.

Since practically all other immigration streams are meant for younger people that would come here and work in skilled jobs, unfortunately there probably isn't any chance for a retired person to immigrate. There are some investor classes of immigration out there, but from what I understand they require huge sums and take many years to process if one even qualifies. Does your brother have a spouse or kids?
Or are your parents alive?
Or any other family members who are Canadian PR/citizens?

If answer is "yes" to any of these, then no he can't sponsor you.
