Sponsoring Mother - CPC didnot accept the application and..

Hello All,
I need an advice regarding my mother case, going forward I am wondering what my options are now:
* applied in yr 2004
* yr. 2007 letter came to update the file with all previous yrs. option C
* due to my job conditions I do not have enough fund in yr. 2006
* sept. 2008 case rejected and application was forwarded to buffalo office (as requested in application to proceed in any case)
* ineligibility letter mentioned to send the immigration application to buffalo office within 6 months or file will be closed
* failed to apply till now, completed my masters and got the job in last yr 2009, meeting fund requirements yr. 2009 tax yr

Now wondering do I need to apply all again to cpc Mississauga or can I reinstate/open the buffalo application with my mother immigration application and my new information?

1. You didn't respond to Buffalo, so they closed the file. So now you have to re-apply to Mississauga, starting from the beginning.
