I'm in Japan, looking to move back to the homeland with the wife. I've discovered that the Canadian immigration website is absolute garbage - almost no information whatsoever on it, and their forum has been hacked.

So I'm having some troubles finding information on what the requirements and application process are in order to get the wife a visa. Can someone give me a link or two with some more specific information? Thank you.

The website is overwhelming at first, but just go through each link carefully, and you should be able to get a general idea of what the process is at least.
The above link is a good place to start (don't forget to read through the "country specific forms"!)
I'd suggest posting on this forum if you have any specific questions regarding sponsoring your wife.
 
If you are in a hurry to get to Canada, your wife could enter with a temporary visa (which she would get automatically at the airport on arrival (see this website: http://skyteam.com/about/travelhelp/travelinfo.html), and then you could apply inland. The inland process takes longer, but you'd be together in Canada.
